The 5G Automotive Association (5GAA) has released its 2025 Annual Report, highlighting the association’s continued progress toward the global deployment of Cellular Vehicle-to-Everything (C-V2X) technology and the realisation of connected mobility solutions. The report outlines 5GAA’s milestones and achievements over the past year across strategic areas such as policy engagement, standardisation, technical innovation, and global collaboration. 

Strategic Framework: Four Clusters, One Direction

A major milestone has been the updated 5GAA Strategy, built around four key clusters, among them two new areas of expansion. These clusters bring clarity to how C-V2X and advanced connectivity will shape the future of mobility, enabling safer roads, new business opportunities, seamless global connectivity, and the technical foundation for next-generation vehicles.

Shaping future automotive connectivity standards

5GAA remained closely engaged in 3GPP activities around 5G‑Advanced and the first steps towards 6G, with a clear objective: ensuring that future releases reflect the realities of the automotive sector. As connectivity evolves, 5GAA advocated for an orderly transition that supports long vehicle lifecycles and the continuity of services entering the market.

Engaging with Policy Makers and Local Ecosystem

From Europe and the Americas to China, Korea, Japan, and India, 5GAA is working closely with national authorities, standards bodies, and regional partners to foster global harmonisation.

Voices, Visibility and Impact in 2025

5GAA also showcased, through real-world demonstrations, the potential of connected mobility. During the Meeting Week in Paris, members delivered for the first time emergency calls using Non-Terrestrial Networks (NTN) and 5G-V2X Direct for advanced use cases like Vulnerable Road Users (VRU) protection in real traffic and road conditions. In the United States, C-V2X partnered with 5GAA members to demonstrate how C-V2X Direct and network communications complement each other at the Turner Fairbank Highway Research Center, and the first ‘Day One Deployment District’ in Atlanta demonstrated that large-scale connected vehicle-to-everything (C-V2X) implementation is a deployable reality. In China, the Meeting Week in Shanghai highlighted rapid C-V2X advancements across vehicle-road-cloud integration for larger-scale deployment. These events underscore how global collaboration accelerates innovation and supports more consistent deployment across markets.

Expanding Global Presence and Strengthening Industry Collaboration 

In 2025, 5GAA brought together over 110 member organisations from across the globe, reflecting a truly international footprint in advancing connected mobility. The membership spanned Europe (44%), Asia (30%), and the Americas (26%), and included 10 of the top 15 global automakers, 8 of the top 10 mobile network operators, and 2 leading smartphone manufacturers. 

Beyond its core membership, 5GAA also strengthened ties with more than 40 external organisations.

In 2024, 5GAA brought together over 110 member organisations from across the globe, reflecting a truly international footprint in advancing connected mobility. The membership spanned Europe (45%), Asia (31%), and the Americas (24%), and included 10 of the top 15 global automakers, 8 of the top 10 mobile network operators, and 2 leading smartphone manufacturers. 

Beyond its core membership, 5GAA also strengthened ties with more than 40 external organisations, with new cooperation agreements signed with the Chinese Institute of Communications and the Automotive Edge Computing Consortium.

5GAA Issues Statement of Intent on the Quantum Threat and Mitigation Strategies for the Automotive Sector

As part of its cooperation agreement with GSMA, 5GAA intends to work with the GSMA Post-Quantum Telco Networks (PQTN) Task Force to explore the impacts that quantum computing and the migration to post-quantum cryptography has on the connected automotive sector and its customers. Through this cooperation, 5GAA and the GSMA PQTN Task Force will gain insights to help both the telco and automotive industries strengthen the future of connected automotive security with post-quantum cryptography and crypto-agility. The rapid evolution of automotive E/E architecture and Software-Defined Vehicles has transformed modern vehicles into highly connected computing platforms, enabling advanced functionalities such as Vehicle-to-Everything (V2X) communication, autonomous driving, and over-the-air updates. This increasing connectivity significantly expands the attack surface for bad actors, making vehicles more exposed to cyber threats.

5GAA publishes updated Roadmap for C-V2X

BRUSSELS, 3 December 2024 – The 5G Automotive Association (5GAA) has sketched out an upbeat vision for better transportation safety, efficiency and sustainability with the third edition of its Roadmap for advanced driving use cases, connectivity, and technologies.  

The 24-page Roadmap III builds upon a 5GAA white paper first published in 2020 and updated in 2022. It includes both a summary of market and technological developments since the last report as well as a forecast of the market readiness and roll-out of connected mobility technologies through 2030, with a focus on cellular-vehicle-to-everything (C-V2X) technology. 

Thanks to the rapid expansion of cellular networks worldwide, about 300 million vehicles, including about two-thirds of all cars sold in the world’s major automotive markets, are now “connected.” Moreover, road and other infrastructure owners and operators have continued to expand a network of roadside sensors, traffic lights and other devices that help make transportation smarter, safer—including for pedestrians, cyclists and other vulnerable road users—and more sustainable.  

While most vehicles and infrastructure to-date have relied on C-V2X technology to communicate with one another via cellular networks, the Roadmap also sees a growing role for “direct” vehicle-to-vehicle and related communications as soon as two years from now. 5GAA expects 5G-V2X Direct-enabled vehicles and related services to begin to be mass-deployed between 2026 and 2029, starting in Europe.  

In addition, the third edition of the Roadmap for the first time describes a timeline for new use cases enabled by non-terrestrial networks and advanced Multi-Access Edge Computing (MEC). Satellite connectivity could help guarantee ubiquitous service in rural areas and disaster situations as soon as 2027, for example.  

“Connected vehicle technologies and the market have both come a long way, since 2000,” said Maxime Flament, 5GAA Chief Technology Officer. “Our latest Roadmap foresees the continuous evolution of C-V2X cellular and direct communications technologies that will help save lives, make transportation more efficient and more sustainable and accelerate the spread of autonomous vehicles,” he said.  

5GAA sees the Roadmap as a guide to help vehicle manufacturers, telecommunications network operators, road and other infrastructure owners and operators, as well as governments, understand the investments, speed and spectrum requirements needed to ensure the most efficient deployment of the new technologies and services. This, in turn, can help governments achieve their stated vision of zero road fatalities more quickly and also expedite the deployment of autonomous vehicles.

5GAA Annual Report Charts Global Path for C-V2X Deployment

The 5G Automotive Association has released its annual report for 2023, highlighting significant strides made towards global deployment of cellular vehicle-to-everything (C-V2X) technology and connected mobility solutions. The report details the association’s achievements across key areas, all working towards a more connected and automated transportation ecosystem.

Strong Membership and Global Reach

5GAA grew to 126 members in 2023, including leading names from the automotive (11 out of the top 15 carmakers), mobile network operator (8 out of the top 10 MNOs), and smartphone vendor industries (2 top vendors). This diverse membership fosters strong cross-industry collaboration with a global footprint.

Beyond membership, 5GAA actively maintained partnerships with over 40 organisations, including standards development organisations, public administrations, and certification bodies. Notably, 2023 saw the signing of a cooperation agreement with ITS America and renewed Memoranda of Understanding with ITS Korea and 5G Forum.

Recognising the varying pace of V2X deployment across regions, 5GAA continued to expand its reach. In addition to existing regional regulatory-focused sub-groups, a dedicated taskforce was established for India, a promising V2X market. The association also continued to advocate for a scalable and federated approach to managing road traffic information.

Contributing to Standards

Standardisation has been a core focus of the 5GAA since its early days. In 2023, the association and its members participated in 3GPP Release-19 discussions, providing critical automotive industry input as a Market Representation Partner (MRP). This cooperation aims to ensure that C-V2X technology development aligns with global needs. Additionally, 5GAA contributed to regional standardisation efforts by giving input to bodies like ETSI, SAE, and C-SAE.

In Conversation with Policymakers

The association actively engages with policymakers and regulatory bodies around the world. In Europe, 5GAA issued a joint statement with leading European carmakers urging the deployment of 5G-V2X technology in Europe. The association also welcomed positive developments such as FCC waivers for C-V2X deployment in the US, Korea’s selection of C-V2X direct communication as its technology of choice, and Japan’s consideration of using the upper 30 MHz in the 5.9 GHz band for V2X direct communications.

These engagements play a vital role in establishing sufficient regulatory support for the mass adoption of C-V2X technology.

Two Succesful Workshops

Throughout 2023, 5GAA hosted workshops with key stakeholders to identify challenges and advance technology innovation. In The Hague, Netherlands, a workshop focused on C-V2X mass market deployment in real-life traffic. Similarly, a high-level conference, “The Future of Connected Mobility in South Korea,” was held in Seoul. Discussions centered on how connected mobility and ITS can advance road safety and automated driving in the Korean transport ecosystem.

Technical Progress

In 2023, 5GAA maintained a strong work program. The association successfully completed 12 work items, launched 28 new ones for development in 2024, and published 18 technical reports. Key areas of focus included Day 1 V2X services, Automated Valet Parking (AVP) solutions, and interoperability testing for Vulnerable Road User (VRU) protection, with a series of live demonstrations in Mcity, Michigan.

Looking Ahead

5GAA has developed a solid strategic roadmap for its activities in 2024. Over the next months, the association will focus on:

  • Prioritising the execution and implementation of readily available or “Day 1” technology and services;
  • Accelerating the wide-scale deployment of Day 1 V2X services over mobile network communications;
  • Developing an end-to-end AVP service implementation and continuing to advance interoperability among members’ VRUs solutions;
  • Tackling technical or political hurdles that prevent the mass roll-out of LTE-V2X direct communications in targeted markets, while laying the groundwork for 5G-V2X direct;
  • Chartering a transition path or mitigation measures to ensure continuity of legacy services; and
  • Continuing to investigate the potential of emerging technologies like positioning-as-a-service (PaaS), non-terrestrial networks (NTNs), and integrated sensing and communication for V2X applications.

5GAA discusses the role of non-terrestrial networks in the connectivity of the car of the future

Ubiquitous connectivity is an essential prerequisite to achieving a full-scale digital transformation of the automotive sector. Connectivity challenges and how the seamless integration of terrestrial and non-terrestrial network solutions can foster high-capacity global connectivity were at the heart of the Connectivity for the Car of the Future Symposium, hosted by the 5G Automotive Association (5GAA).

Berlin (Germany), 16 May 2022. The 5G Automotive Association (5GAA) and the European Space Agency discussed the crucial role of ubiquitous connectivity and the opportunities for space technologies to offer future solutions for the automotive sector during its “Connectivity for the Car of the Future Symposium.”

Today, over 200 million connected vehicles worldwide are equipped with applications sharing hazard and traffic warnings on the road. The automotive sector is undergoing a significant transformation: from a focus on vehicle performance to a focus on a fully digital, tailor-made digital experience, and customers increasingly expect a fully connected car. Ubiquitous connectivity is an essential prerequisite to achieving a full-scale digital transformation of the automotive sector. Ensuring the network’s reliability can be a challenge, particularly in rural or remote areas that still experience no or poor band coverage, and non-terrestrial networks can have a crucial role in deploying hybrid connectivity solutions for the car of the future.

To explore the connectivity challenges and how space solutions can support the car industry in connected mobility, the 5G Automotive Association organised a Symposium in collaboration with the European Space Agency (ESA). What does the future car look like? Which connectivity and business models are needed to enable? What is the place of space in the mix? These were some of the questions addressed by industry representatives of car manufacturers, connectivity providers, mobile network operators, satellite connectivity providers and decision-makers.

Satellite connectivity can complement terrestrial solutions in white spots and in case of outages and congestion. In this sense, Europe must accelerate the development of assets and capacities in this field to compete globally, provide the appropriate solutions for the automotive sector and fill in any potential gaps. Therefore, it is essential to ensure that all the stakeholders and their respective innovative roadmaps are aligned, as highlighted by Joseph Aschbacher, Director-General of ESA, in his welcome messagefor the event. As such, the car industry will be able to make the most of cutting-edge developments in the connectivity domain.

“We are pleased to collaborate with 5GAA to promote and build the connected car ecosystem of the future. Vehicles are rapidly becoming fully connected devices and drive investments into new-generation connectivity. Satellites and space-based technologies are key assets to complete terrestrial networks, build smart and hybrid systems and offer ubiquitous, secure, and sustainable connectivity. We look forward to continuing this intense exchange with the automotive value chain to join forces and build a truly European connected car architecture,” added Elodie Viau, Director, Telecommunications and Integrated Applications Directorate, ESA.

During the Symposium, car manufacturers and tier-1 suppliers discussed the mobility-related technology innovations, opportunities, requirements, and challenges, highlighting the crucial role of ubiquitous connectivity for the automotive sector and the increasing number of use-cases already developed by the automotive industry for both private and commercial vehicles.

Including non-terrestrial connectivity in the mix will bring many benefits, such as extending high connectivity to rural areas at a comparatively low cost and enabling digital services and autonomous driving applications. However, space solutions need to be integrated with the existing terrestrial solutions, as they will not replace them. In addition, the seamless integration of antennas technology on the car, and the smooth handover between the networks, are just some of the challenges that still need to be addressed. Therefore, speakers pointed out that these solutions need to be included in the 3GPP standardisation system, which is currently the integrational connectivity path, defining the terrestrial connectivity requirements.

Finally, all the stakeholders engaged in a lively discussion to map how the whole ecosystem can work together to address the connectivity challenges and develop targeted R&D, demonstrators and pilots and expand them into mature business models and strategic partnerships. Indeed, to enable cross-border coordination and integration of terrestrial and satellite connectivity solutions, the cooperation and alignment of various players and investments will be essential. In this area, ESA aims to provide the European automotive sector with the necessary support and expertise to maximise its positive social, economic and environmental impact and develop competitive car connectivity solutions.

“Use cases and requirements are already there, and ubiquitous connectivity will enable their full-scale deployment. Satellite solutions can play a crucial role in achieving this,” concluded Johannes Springer, Director General, 5GAA. “It is crucial to ensure the greatest alignment and cooperation between all the stakeholders involved. Let’s continue working together to bring the 3GPP standards to the satellite solutions and seamlessly integrate them with the terrestrial networks to provide solutions for the car of the future.”

These past years have seen revolutionising digital transformations and challenging innovative mobility solutions. 5GAA keeps on shaping the new era of mobility and paves the way towards connected driving.

As individuals, in teams, and together with our members, we have embraced digital transformations as opportunities for transportation innovations. Today, we celebrate five years of intense activities, global cooperation, partnerships and demonstrations that resulted in remarkable achievements.

Our purpose is to develop end-to-end solutions for future mobility and transportation services for road safety, improved traffic efficiency, sustainable impact and more comfortable driving. While our purpose is not new, it is more relevant than ever. It reminds us that 5GAA exists to ensure future generations’ wellbeing in a safe and sustainable transportation ecosystem.

For five years, our vision has been guiding the association, gathering eight early co-founding members with the same ambition, and quickly bringing together more than 110 members from the automotive, technology, and telecommunications industry. This rapid expansion generated a genuinely global platform and connected community for cross-industry cooperation.

Members include 13 of the top fifteen global automakers and 9 of the top ten global mobile network operators. The exponential geographical reach of the association allows 5GAA to exert some influence on the connected driving stage. 5GAA is seen as a leader and enabler at a global level. It has successfully established C-V2X (cellular vehicle-to-everything) and 5G as the technology of choice in the market through numerous partnerships, bringing the expertise of manufacturers to develop 360-degree solutions for safer and more sustainable mobility. Thanks to these partnerships, 5GAA has established more than mobile broadband connectivity, integrating the multiple facets of connected mobility such as interoperability and standardisation.

People bring our purpose and vision to life. We have taken the future of mobility to a new level these past years, accelerating research and organising live demonstrations worldwide, which focused on interoperability tests. The Shanghai, Washington, Paris, Berlin and Turin demonstrations prove that a connected ecosystem holds the unlimited possibilities of investing in C-V2X and 5G. I also take this opportunity to thank our members for their hospitality and for showcasing these crucial innovations’ outstanding performance.

We have continued to stand firm on our purpose throughout the years, regularly positioning the association and sharing our members’ concerns with institutional bodies. Even though a set of challenges remains to be resolved, we hope to keep seamless exchanges with the institutional actors to unleash the potential of a connected ecosystem.

Today, I am proud to be part of an innovative and ambitious association that strives for a better future as it bridges cultural and technical differences. White Paper

Objective:

  • The White Paper introduces a dynamic trust assessment framework centred on Actual Trustworthiness Level and Required Trustworthiness Level – metrics that quantify the residual uncertainty about whether external data or system behavior can be trusted based on available evidence and how much trust is needed to meet the operational and safety requirements of the current context.

Technical Report

Objective:

  • This second Technical Report edition provides an updated set of Use Case requirements, and a new evaluation methodology review for deployment potential using Mobile Edge Computing (MEC) infra-structure. The work is based on Use Cases (UC) and requirements developed by 5G Automotive Association’s Work Group 1 (WG1) and other organisations, such as the European Telecommunications Standards Institute (ETSI) MEC and China’s IMT 2020 PG.The newly introduced evaluation methodology presented in this TR is examined through discussion of examples and best practices. The aim of this approach is to help OEM’s better evaluate how/when to deploy vehicle features on-board, in MEC, or in a central cloud.

Technical Report

Objective:

  • Currently, for V2X direct communication, there is no available common policy (certificate policy for Public Key Infrastructure, or PKI, operators) for Security Credential Management System (SCMS) in the U.S. or Canada.A common Certificate Policy (CP) would help facilitate an ecosystem supporting interoperability and shared trust for V2X direct communication. The Certificate Policy Proposal contributing to this Work Item (WI) evolved into a Technical Report (TR) that develops a clear CP leveraging global best practices for security PKI and practical experience securing V2X direct communication, as well as common processes to facilitate an approach to SCMS.

    For V2X mobile network communication, certificates are needed to authenticate interconnected backend systems and to protect communication between the systems. This Technical Report also elaborates on how to handle those certificates.

Position Paper

Objective:

  • Provide an overview of how security, privacy, and data quality are addressed for C-V2X using mobile network and backend communications, also known as Vehicle-to-Network-to-Everything (V2N2X) solutions.

Technical Report

Objectives:

  • Describe an ecosystem for stakeholders on how to realise various V2X applications and use cases (UCs), using cellular network communications in combination with information sharing structures between backend systems.
  • Clarify the different implementation options of the V2X application in a vehicle and their related implications.
  • The report complements the V2N2X business perspectives  in the 5GAA white paper ‘Road traffic operation in a digital age’ and the technical report ‘Business Perspectives on Vehicle-to-Network-to-Everything (V2N2X) Deployments’.

Technical Report

Objectives:

  • The Work Item “Study on Integrated Sensing and Communication for C-V2X Application” aims to discuss the integration of sensing and communication systems into one system from an automotive perspective. The Work Item aims to identify key features relevant for the realization of the selected automotive use cases. The Technical Report outlines the objectives and goals of the work item, implementation descriptions of automotive use cases with ISAC and key technology trends to facilitate the application of ISAC in C-V2X scenarios. The objectives of the work item are thus:

    Analysis of ISAC use cases and ISAC concept development

      • Identify applicable ISAC use cases for connected mobility from 5GAA, academia, standards organizations (SDO) such as 3GPP SA1, etc.

      • Define criteria/rationales to select a subset of use cases.

      • Update use cases to identify the value and impact of ISAC technologies.

      • Derive sensing requirements for selected use cases.

      • Establish quantitative general metrics to evaluate and measure the performance of ISAC solutions to guide research and standardization.

      • Describe an ISAC concept based on existing technologies in the automotive sector/field.

    Study possible ISAC technology trends

      • Do state-of-the-art study of the evolution and technology trends of new ISAC features in research and SDOs (e.g. 3GPP, ETSI) and analyze the potential impact on both communication and sensing systems from the automotive
        perspective.

      • Analyze ISAC technology features relevant for the identified automotive use cases

Technical Report

Objective:

  • This Technical Report (TR) covers Vehicle-to-Everything (V2X) developments in China from 2022 to 2024.   • Assess the benefits of C-V2X deployment (both LTE-V2X and 5G-V2X direct and network-based communications) in terms of emission reduction by 2050 in Europe (and for US and Asia) considering various positive and negative externalities.

  • Identify and investigate further potential enhancements needed to provide Predictive Quality of Service (QoS) for C-V2X, investigate interoperability of network slices, and provide relevant recommendations to standards developing organizations (SDOs) and industry forums, e.g. 3GPP, ETSI, ISO and GSMA.

  • Identify, analyze and compare the advantages and disadvantages of V2I deployment using long-range (Uu) mobile networks and RSU (PC5) from a business perspective, reflecting how C-V2X enables synergies with both the transportation and telecommunications infrastructure, which includes leveraging existing mobile network infrastructure for C-ITS.

Objectives:

  • Work on the CEPT/ETSI-related activities by extending the ITS safety-related band at 5.9 GHz to allow coexistence of LTE V2X and Urban Rail to coexist with ITS-G5 within the 5,875-5,925 MHz frequency band.
  • Clarify ITS “co-frequency coexistence” statements, include future 3GPP releases and evolution, engage the urban rail community, engage with national administrations.

Objectives:

  • Develop a trial and interoperability testing framework that defines the deployment scenarios and uses cases, testing methodologies, key performance indicators (KPIs) to be tested.
  • Develop a 5GAA trial and interoperability testing strategy to capture the 5GAA testing priorities, including setting up a 5GAA testbed environment and planning multi-partner trials covering the priority test cases.
