5GAA Workshop Explores Future of Next-Generation ITS in Japan

The 5G Automotive Association (5GAA) is pleased to announce its upcoming workshop, ‘Enabling New Services with Next Generation ITS in Japan,’ scheduled for February 1st in Tokyo. The event will take place at the Hilton Tokyo from 9 AM (JST).

In response to the recent release of Japan’s Frequency Reorganisation Plan by the Ministry of Internal Affairs and Communications, assigning the 5.9 GHz spectrum to V2X for next-generation ITS, this workshop aims to explore the potential implications and opportunities. 5GAA welcomes the decision, which aligns with global spectrum allocation.

The workshop will delve beyond technicalities, offering insights into recent government activities, ongoing development efforts, and expectations for new ITS in Japan. It will also serve as a convergence point for local stakeholders and global industry players, encouraging collaboration and setting the stage for a fruitful discussion Japan’s future in this domain.

The workshop will take place in the context of 5GAA’s 29th Meeting Week, a periodic opportunity for members to meet face-to-face and participate in working sessions and diverse side activities – this time taking place in Tokyo.

Ready to move forward with state-of-the-art technology, the major European carmakers, representing jointly over 70% market share, want to demonstrate their commitment to bridging differences and working together towards the widespread adoption of 5G-V2X.

With this initiative and recognising the need to strike a consensus, 5GAA and its members have charted a unified path forward for Europe in an open letter to policymakers, regulatory bodies, and industry players. The 5GAA announcement echoes the recently published position of the French Automotive Industry representative body (Plateforme Automobile – PFA, representing also 5GAA members like Renault, Stellantis and Valeo) designating 5G-V2X as the technology of choice for V2X direct communication.

Press Release: Automotive Giants at 5GAA Unite around the Future of Connected Mobility

Brussels, 28 September 2023– 5GAA announces a ground-breaking initiative to give new impetus to connected cars in Europe, based on 5G-V2X technology including direct communications, moving beyond past technology disputes.

Ready to move forward with state-of-the-art technology, the major European carmakers, representing jointly over 70% market share[1], want to demonstrate their commitment to bridging differences and working together towards the widespread adoption of 5G-V2X.

5G-V2X includes 5G-V2X mobile network communications (already deployed in vehicles since 2021 on our roads), complemented with 5G-V2X direct communications. 5G-V2X will provide essential and advanced connected car services, enhancing road safety, especially for vulnerable road users, decreasing traffic congestion, and improving overall mobility efficiency and driver comfort.

Following the provisional deal between the Council and the Parliament in June 2023 on the revision of the Directive on Intelligent Transport Systems (ITS)[2], 5GAA looks forward to the EU institutions adopting the final text as soon as possible. The revised Directive will give the industry the necessary legal certainty to invest in 5G-V2X direct communications deployment, as it explicitly acknowledges technology neutrality.

The letter highlights the need for convergence and action to break the current stalemate and reposition the European Union in the global race for automotive connectivity as other world regions are making swift progress.

By pledging their commitment to this open letter, leading OEMs demonstrate their commitment to bridging differences and working together towards the widespread adoption of 5G-V2X technology, the second generation of V2X technologies. This collective marks a pivotal starting point in Europe’s “race to 5G-V2X” spearheaded by 5GAA and its members. Extensive efforts are underway to tackle the technical and regulatory challenges that impede the timely deployment of 5G-V2X, aligning with the 5GAA roadmap

5GAA Welcomes the Most Recent FCC Action to Permit C-V2X Deployments in Additional US Jurisdictions

The 5G Automotive Association (5GAA) welcomes the Federal Communications Commission’s (FCC) decision to authorize initial deployments of Cellular Vehicle-to-Everything (“C-V2X”) technology in the 5.9 GHz band to 17 entities, including 12 State Departments of Transportation (DOTs), Macomb County, City and County of Denver and to the University of Michigan.

“We have been eagerly waiting for this second FCC action to grant these 17 entities permission to deploy life-saving C-V2X technology in the United States, including the University of Michigan, which is also one of our members,” said John F. Kwant, Executive Director, Americas, for 5GAA. “This action extends the geographical jurisdiction for C-V2X deployment and represents a key milestone to achieve widespread deployment of this state-of-the-art vehicle safety technology.”

In December 2021, a group of automakers, state departments of transportation, and equipment manufacturers jointly filed a Waiver Request asking the FCC to waive its 5.9 GHz band rules to permit them to immediately deploy C-V2X technology. Following this joint filing, more than 17 entities requested waivers under the same conditions.

5GAA Applauds FCC Action to Permit Initial C-V2X Deployments

Washington, DC, April 25 – The 5G Automotive Association (5GAA) applauds the Federal Communications Commission (FCC) for its decision to permit initial deployments of Cellular Vehicle-to-Everything (“C-V2X”) technology in the 5.9 GHz band.

“Today’s action by the FCC is an important milestone on the road towards widespread deployment of life-saving C-V2X technology in the United States,” said John F. Kwant, Executive Director, Americas for 5GAA. “These initial deployments of C-V2X technology will allow road users to begin to benefit from this state-of-the-art vehicle safety technology. 5GAA and its member companies appreciate the FCC’s efforts in this important proceeding, and we look forward to working with the FCC to ensure swift action on the other pending waiver requests to deploy C-V2X for roadway safety use-cases.”

In December 2021, a group of automakers, state departments of transportation, and equipment manufacturers jointly filed a Waiver Request asking the FCC to waive its 5.9 GHz band rules to permit them to immediately deploy C-V2X technology. In addition to the Utah and Virginia state departments of transportation, signatories to the filing included 5GAA members Ford, Audi, Jaguar Land Rover, Applied Information, Cohda Wireless, Commsignia, Danlaw, HARMAN and Panasonic. The request identified a wide range of deployment plans—from vehicular deployments to widescale road infrastructure installments—that public and private stakeholders are ready to implement.

The National Highway Traffic Safety Administration (NHTSA) estimated that 42,795 people died in motor vehicle traffic crashes in 2022, a fatality rate that remains flat but after two years of dramatic increases. Many of these deaths are avoidable with broad deployment of roadway safety technologies like C-V2X. Indeed, NHTSA has previously estimated that safety applications enabled by V2X could eliminate or mitigate the severity of more than 80 percent of light vehicle crashes. As traffic fatalities rapidly increase, the FCC’s action allows investment and innovation in C-V2X safety applications that can help reverse this troubling trend.

5GAA Announces New Executive Director, Americas

John F. Kwant will lead 5GAA’s U.S. activities as the trade association’s first Executive Director, Americas

Washington DC, March 28th – The 5G Automotive Association (5GAA) has announced the appointment of John F. Kwant as the organization’s inaugural Executive Director, Americas. In this new role, he will serve as the principal spokesperson for 5GAA in the United States while developing and executing a public policy and communications strategy to advance the safe and timely deployment of Cellular Vehicle-to-Everything (“C-V2X”) technology.

“John is a well-known and respected thought leader and advocate for connected technology deployment, so we are thrilled to have him lead 5GAA’s efforts to facilitate connected mobility in the United States. John’s appointment as Executive Director, Americas signals how far 5GAA has progressed in recent years, and the creation of this position is a natural next step in shaping the new era of mobility and paving the way towards connected driving,” said Christoph Voigt, chairman of the 5GAA Board. “His extensive advocacy experience and knowledge of the connected mobility landscape make him uniquely suited to navigate public policy issues, build relationships, and drive 5GAA’s message in the Americas.”

John F. Kwant, 5GAA Executive Director, Americas

Prior to joining 5GAA, John spent more than 20 years with the Ford Motor Company, holding various global business, strategy, and government relations roles in Dearborn, Washington, D.C., and Shanghai. Most recently, he was Ford’s Global Director of Mobility and Advanced Technologies, leading global advocacy for autonomous and connected vehicles and mobility solutions. In this role, he was instrumental in establishing 5GAA’s U.S. Policy Taskforce, serving as its Chair for several years.

“With the right policies in place, C-V2X technology will deliver significant safety benefits and would likely help to reverse the rising number of roadway fatalities on our roadways. I believe we’re at an inflection point, with broad public and private sector consensus that now is the time to deploy,” said Kwant. “I am thrilled to be working with recognized leaders in the automotive, telecommunications, and technology industries towards broadscale deployment of C-V2X solutions.”

Kwant is a native Michigander with a Bachelor of Science in Engineering, Industrial and Operations Engineering from the University of Michigan. He also holds both a Master of Business Administration and a Master of Engineering Management degree from Northwestern University.

5GAA and partners discuss C-V2X mass-market deployment in The Hague

On February 9, to conclude its first meeting week of 2023, the 5G Automotive Association held a workshop on “C-V2X Mass Market Deployment in Real-Life Traffic”. Over two sessions, speakers examined connected mobility for road management in The Netherlands and Flanders and the benefits of connected mobility services for end-users.   

Continuing a tradition established last year in Atlanta (US) and Málaga (Spain), the 5G Automotive Association capped off its meeting week in The Hague —the first of four to be held in 2023 — with a workshop for members and guests.  

The workshop, which took place on the morning of February 9 at the Marriott Hotel in the Dutch capital, gathered delegates and partners for two different sessions featuring representatives from member organisations, public stakeholders, and road operators. 5GAA Director General Johannes Springer was responsible for welcoming attendees, while Vice Chair Uwe Puetzschler delivered the closing speech with an outlook of what is coming for 5G-V2X.  

During the first session, participants got an overview of the Netherlands’ and Flanders’ Connected Mobility Roadmaps from Wim Vandenberghe, Senior Advisor for ITS and CCAM at the Dutch Ministry of Infrastructure and Water Management, and Erika Decorte, Program Manager at the Flanders Authority for Roads and Traffic. Menno Malta, CEO of Monotch, wrapped up the session by delving into the C-ITS ecosystem deployment and architecture.  

The second session, on the other hand, explored how end-users are leveraging connecting mobility services. René Spaan, Project Leader for Smart Mobility in the City of Helmond (Netherlands, presented use cases in urban settings. Participants also got to learn more about C-V2X services for emergency vehicles thanks to Gerard Berendschot, Manager of Quality and Policy at the Netherlands’ Ambulance Care. Finally, 5GAA delegate Andreas Schaller, Head of V2X Technology at Bosch, introduced the audience to the wrong-way driving application.  

After the workshop, the 5GAA Board hosted a close-door roundtable with nine road operators, who received a presentation about the association’s new C-V2X roadmap and engaged in some interactive discussions to dive into their priorities, needs, and expectations. This roundtable followed on 5GAA’s recent release of its “Conclusions and Recommendations for Communications Service Providers Supporting Road Operator Priorities and Expectations”, available here, and a technical report on “Road Operator Use Case Modelling and Analysis.”
