
5GAA Welcomes the Most Recent FCC Action to Permit C-V2X Deployments in Additional US Jurisdictions
The 5G Automotive Association (5GAA) welcomes the Federal Communications Commission’s (FCC) decision to authorize initial deployments of Cellular Vehicle-to-Everything (“C-V2X”) technology in the 5.9 GHz band to 17 entities, including 12 State Departments of Transportation (DOTs), Macomb County, City and County of Denver and to the University of Michigan.
“We have been eagerly waiting for this second FCC action to grant these 17 entities permission to deploy life-saving C-V2X technology in the United States, including the University of Michigan, which is also one of our members,” said John F. Kwant, Executive Director, Americas, for 5GAA. “This action extends the geographical jurisdiction for C-V2X deployment and represents a key milestone to achieve widespread deployment of this state-of-the-art vehicle safety technology.”
In December 2021, a group of automakers, state departments of transportation, and equipment manufacturers jointly filed a Waiver Request asking the FCC to waive its 5.9 GHz band rules to permit them to immediately deploy C-V2X technology. Following this joint filing, more than 17 entities requested waivers under the same conditions.

5GAA Announces New Executive Director, Americas
John F. Kwant will lead 5GAA’s U.S. activities as the trade association’s first Executive Director, Americas
Washington DC, March 28th – The 5G Automotive Association (5GAA) has announced the appointment of John F. Kwant as the organization’s inaugural Executive Director, Americas. In this new role, he will serve as the principal spokesperson for 5GAA in the United States while developing and executing a public policy and communications strategy to advance the safe and timely deployment of Cellular Vehicle-to-Everything (“C-V2X”) technology.
“John is a well-known and respected thought leader and advocate for connected technology deployment, so we are thrilled to have him lead 5GAA’s efforts to facilitate connected mobility in the United States. John’s appointment as Executive Director, Americas signals how far 5GAA has progressed in recent years, and the creation of this position is a natural next step in shaping the new era of mobility and paving the way towards connected driving,” said Christoph Voigt, chairman of the 5GAA Board. “His extensive advocacy experience and knowledge of the connected mobility landscape make him uniquely suited to navigate public policy issues, build relationships, and drive 5GAA’s message in the Americas.”

Prior to joining 5GAA, John spent more than 20 years with the Ford Motor Company, holding various global business, strategy, and government relations roles in Dearborn, Washington, D.C., and Shanghai. Most recently, he was Ford’s Global Director of Mobility and Advanced Technologies, leading global advocacy for autonomous and connected vehicles and mobility solutions. In this role, he was instrumental in establishing 5GAA’s U.S. Policy Taskforce, serving as its Chair for several years.
The National Highway Traffic Safety Administration (NHTSA) estimated that 42,915 people died in motor vehicle traffic crashes in 2021, a 10.5 percent increase from 2020. Many of these incidents could be avoided with the broad deployment of roadway safety technologies like C-V2X. NHTSA has previously estimated that safety applications enabled by V2X could eliminate or mitigate the severity of more than 80 percent of light vehicle crashes.
“With the right policies in place, C-V2X technology will deliver significant safety benefits and would likely help to reverse the rising number of roadway fatalities on our roadways. I believe we’re at an inflection point, with broad public and private sector consensus that now is the time to deploy,” said Kwant. “I am thrilled to be working with recognized leaders in the automotive, telecommunications, and technology industries towards broadscale deployment of C-V2X solutions.”
Kwant is a native Michigander with a Bachelor of Science in Engineering, Industrial and Operations Engineering from the University of Michigan. He also holds both a Master of Business Administration and a Master of Engineering Management degree from Northwestern University.

5GAA and 6G-IA sign a Memorandum of Understanding
Brussels (BELGIUM), 11 August 2022 – The 5G Automotive Association and the 6G Smart Networks and Services Industry Association (6G-IA) have recently signed a Memorandum of Understanding (MoU) as a result of their mutual interest in strengthening the liaison between EU-funded projects on V2X and Connected and Automated Driving (CAD) with the relevant industry players, along with their wish to ensure the successful exploitation of V2X and CAD EU-funded project results.
The 6G-IA is the voice of European Industry and Research for next-generation networks and services. Its primary objective is to contribute to Europe’s leadership on 5G, 5G evolution and SNS/6G research. This aim brings together a global industry community of telecoms and digital actors, such as operators, manufacturers, research institutes, associations, universities, verticals and SMEs. The 6G-IA carries out a wide range of activities in strategic areas, including standardisation, frequency spectrum, R&D projects, technology skills, collaboration with key vertical industry sectors —notably for the development of trials— and international cooperation. It represents the private sector in both the 5G Public Private Partnership (5G-PPP) and the Smart Networks and Services Joint Undertaking (SNS JU), where the European Commission represents the public side.
5GAA, on the other hand, is a global cross-industry organisation of companies from the automotive, technology, and telecommunications industries (ICT). The association’s objectives are to develop, test and promote cellular technology-based communications solutions, initiate their standardisation, and accelerate their commercial availability and global market penetration to address society’s connected mobility and road safety needs.
Under this MoU, both parties agreed to cooperate for the benefit of the connected and automated mobility sector and society as a whole.

C-V2X direct communications-based tolling: China Case Study
This Technical Report provides a business study on C-V2X-based tolling in China based on the concept of free-flow ETC. The study, conducted by Tongji University Cooperative Automated Transportation (CAT) Lab for 5GAA, focuses on C-V2X direct PC5 communication-based tolling applications on highways or in highway scenarios.
This study serves as a business analysis, rather than a detailed technical solution. It includes a rough proposal for a roadmap and for PC5 communication-based tolling scenarios, investment analyses of the infrastructure side, and PC5 industrial chain development on the vehicle side, in order to verify the migration possibility and its path between C-V2X ITS and the traditional tolling business model.

Co-operating to build a better Mobility Ecosystem: 5GAA and IMT2020 Present their Partnership
The 5G Automotive Association (5GAA) is delighted to announce that it is embarking on a new partnership with the IMT-2020 (5G) Promotion Group.
On 16 November 2017, in Shanghai, both parties have signed a Memorandum of Understanding in order to foster cooperation in the field of connected and autonomous driving solutions. This exciting journey of collaboration will also be a unique opportunity to pool resources in technology research and related use cases on a global scale.
Both organisations are advocates for the accelerated development of enhanced mobile communication systems between all road users and vehicles. The focus technologies for both associations are LTE-V2X and 5G-V2X. The 5GAA and IMT-2020 (5G) Promotion Group will harness their joint expertise on a range of projects, such as:
- Further conducting technical research on LTE-V2X and 5G-V2X
- Ensuring the promotion of the applications of 5G based V2X solutions
Since its launch in September 2016, 5GAA has grown exponentially worldwide. Over 60 industry leaders from the automotive, technology and telecommunications industries have teamed up to accelerate C-V2X technology development and its evolution to 5G-V2X for enhanced safety, automated driving and connected mobility. Together, 5GAA members are building a safer, more sustainable and connected transport ecosystem.

IMT-2020 was established in February 2013. It is the major platform for 5G technology innovation, industry promotion and international cooperation in China. IMT-2020 C-V2X Working Group is established by IMT-2020 Expert Committee in April 2017, who conduct technical research on LTE-V2X and 5G-V2X innovation. Its members include leading operators, vendors, universities and research institutes in the telecommunication and automotive industries.
Wang Zhiqin, Chairman of IMT-2020 welcomed the signature of the Memorandum of Understanding between both organisations: ”IMT-2020 is the major platform for 5G technology innovation, industry promotion and international cooperation in China, and IMT-2020 C-V2X Working Group is responsible for industry integration among ICT, automobile, transportation and etc.. IMT-2020 and 5GAA have a number of partners and working interests in common, we are glad to cooperate with 5GAA together to ensure the successful development and commercialization of C-V2X and future 5G automotive services”.

Driving to the Future: The Case for Cellular in Automotive
On the February 9th members of the 5GAA Board traveled to Silicon Valley to introduce 5GAA and describe their joint vision of cellular communications for automotive applications. The objective of the event was to engage a diverse group representing Silicon Valley-based companies in the discussion of how the 5GAA vision may match the culture and innovation of the local ecosystem.
On this occasion, 5GAA hosted the event at the Four Season in Palo Alto, sponsored by Intel, with a panel on “Driving to the Future: The Case for Cellular in Automotive”. Panelists included Jovan Zagajac (Ford), Luke Ibbetson (Vodafone Group), Walter Weigel (Huawei), Thierry Klein (Nokia) and Michael Faerber (Intel), and the discussion was moderated by Jim Misener(Qualcomm).
The audience included representatives from automotive OEMs and Tier 1 suppliers with offices in Silicon Valley, chipmakers, telecommunications research and development personnel, transportation providers, university researchers and several startups.
The discussion was productive and covered a wide range of questions and answers which needed to be addressed. Also discussed was the value of cellular for the automotive and transportation value chain, 3GPP’s release of 14 features and how they are able to transform them to 5G. Also explored in the meeting was how invention and innovation are part of both the panelist and the audience group. The event was well attended by over 40 people who contributed to a very lively debate, it was the first event of its kind organized by 5GAA.
